Grama Sabha
Grama Sabha
The Grama Sabha of a village consists of all persons registered in the electoral rolls relating to a village comprised within the territorial area of a Grama Panchayat. A voter in a ward is a member of the Grama Sabha of that ward.
Convenor
The ward members serve as the convenors of the Grama Sabhas. Under required circumstances, another ward member may be appointed as the convenor.
Chairperson
The Grama Panchayat President presides over the Grama Sabha. In their absence, the Vice President or the Convenor shall discharge this duty.
Convening the Meeting
The responsibility of convening meetings rests with the respective ward member, who also acts as the convenor.
Quorum
The quorum is 10% of the total voters. When an adjourned meeting reconvenes due to lack of quorum, the quorum shall be 50 members.
Special Meeting
If 10% of the voters in a ward make a written request, a special Grama Sabha meeting must be convened within 15 days.
Coordinator
An official appointed by the Grama Panchayat serves as the coordinator and assists the convenor.
Questions and Suggestions
Members may submit questions and suggestions in writing prior to or during the meeting.
Resolutions
Resolutions on subjects falling within the jurisdiction of the Grama Sabha may be passed by a majority vote.
Powers and Responsibilities
🏗️ Scheme Planning and Implementation
- Collecting necessary information and data for development schemes.
- Formulating scheme proposals and establishing priorities.
- Mobilizing voluntary service and financial contributions.
💧 Public Utility Schemes
- Recommending locations for installing streetlights.
- Suggesting locations for public water taps, wells, and water distribution points.
- Providing proposals for sanitation and irrigation projects.
🛠️ Public Works
- Ascertaining estimate details and cost particulars of works.
- Assisting and monitoring beneficiary committees.
- Gathering detailed reports on works scheduled for execution.
